Florida largely preempts short-term rental regulation to the state, which is why nightly rental is broadly permitted across the resort communities near Disney. Every owner needs the same four things at the state level: a vacation rental license from the Department of Business and Professional Regulation, registration with the Department of Revenue, collection and remittance of state sales tax plus the county tourist development tax, and compliance with the Florida Building Code and fire safety requirements.
